Subject Aim - The system of local autonomies is in dynamic law evolution aimed to introduce, diffuse and develop the organinational and management Innovation. The course is focused on the basic knowlegede about processes and tools of strategic planning, economical and financial programming, financial management and management reporting. This knowledge is fundamental for students to partecipate during the team working days in the subsequent interactive “Strategic Lab” module.

Subject Aim - Cities are the privileged recipients of the activities that fall within the variegated container of the sharing economy. Just as the phenomenon of the sharing economy has undermined some rules of the market and has undermined some classic categories of (private) law, in the same way, the growing affirmation of the various forms of sharing of goods and spaces (emphasized by the global crisis) it has influenced the classic governance schemes of local authorities and the way of understanding (and studying) the exercise of administrative functions. Local administrators move between chaos and regulatory vacuum. During the lessons some attempts to regulate phenomena known as "regeneration" of urban spaces and goods will be examined, also with reference to foreign experiences. The purpose of the module is to show local operators possible (legal) solutions to support new policies and new practices of what can be defined as “Collaborative cities”.

Subject Aim - Over the last few years, an increasing number of public administrations must replace their organizational center because of the economic cyclical and the cuts to local resources. Due to this, the Public Administrations must revise their mission, building a winning vision and change their way to present themselves to the nearby territories. in the strategic planning , the territorial marketing is assuming a central relevance to economic, social, business, touristic and commercial recovery in the local tissue. At the same time it is urgent the start of internal processes reorganization aimed to acquire better qualitative standards for a modern administration.

Subject Aim - In the last years, the strategic management of Human Resources has been a precise legislative and operative aim. After the important news of “Brunetta Law”, all the fundamental steps of Human Resources Management, such as selection, training, assessment and incentive, have been faced and discussed adopting the Italian best practices. There is a particular focus on the performance assessment and the functions of new assessment body expected after the reform of Brunetta.

Subject Aim - There are some gaps in Public Administrations about the pursuing of suitable financial solutions to support and develop investments and public works. the course aims to fill these gaps by displaying the potential channels of financianl supply for Public Administrations focusing on the financial tools by which obtaing the resources for investments. A particular in depth-analysis will regard the derivative financial tools, bond issues and the dynamics of project financing and securatization.

Subject Aim - State and Regions have attributed more functions to local governements increasing the number and the typologies of contractural relantionships between the public administration and the different market sectors. The course will deepen the arguments of public contracts influenced by the European Directives in the subject of public procurement and the new unified directive 2004/18/CE. On the base of this directive, the legislator issued the New Unique Code of Public Procurement. The City Manager must have the distinctive knowledge about the public procurement of works, supplies and services.

Subject Aim - The programming and control is not a news in Italian financial and accounting regulation. The real news is the way to operationalize the experimental system designed and development in some public administrations in these years. The improvement of programming tools (aims plan, management executive plan and budget) and the introduction of specific methodologies of management control and reporting of results to support the local government direction will be analyzed and discussed during the lectures also thanks to some case studies about the real best practices.

The Strategic Lab module aims to translate all the knowledge acquired in the Master's program into an operational approach required by strategic planning and territorial governance. In particular, group project work will be developed for the processing of documents making up the planning, programming and reporting cycle of a local authority (municipality and union of municipalities) in relation to the development of a concrete strategic macro-area of intervention. To this end, strategic and operational tools are provided to deepen the documentary analysis and to develop a public governance model based on some pillars (e.g. transparency, collaboration and participation) that can progressively guide towards overcoming the limits linked to excessive rigidity. and bureaucracy that characterize traditional accounting practices.

Subject Aim - During the last decade, also thanks to the strong European pressing aimed to increase the liberalization processes of the much of public services, the public administrations’ role was drastically changed by the manager to a real controller of relationship with the subsidiaries, the operational tools initially thought to better govern the territory guarantying better quality standard. After the study of recently practice, the course will provide the key-interpretations of provincial and muncipal policies to govern subsidiaries, previously designing the strategic priorities system and measuring the contextual and final respective knowledge to obtain the original aims, from the design of control system of subisidiaries governance to the logic to preparation the consolidated financial statement of the municipality groups. A particular focus will be on the outsurcing.

Subject Aim: From strategic management to social finance. The innovation processes in the PAs are linked to the trends in progress at an international level towards the creation of public value. The innovation processes are defined in co-planning, co-management and co-financing of the interventions. Discussing the civic crowdfunding experience, the social impact bond experiences and the main dynamics taking place in local finance.

Subject Aim: Introduce digital transformation models in the provision of public services and in the decision-making process for public administration planning.

Subject Aim: The module aims to provide those who participate with the correct interpretations of the phenomenon of social accountability through the use of social reporting, deepening its contents and process of implementation and methods of involvement of stakeholders in the aforementioned process and in the hypothesis of participatory paths linked to participatory programming.

Subject Aim. The use of community resources is an increasingly necessary paradigm for the development of territories. At the dawn of resource planning 2021 - 2027, characterized by the simplification of the tools and methods of access to European calls, and by the deployment of significant additional resources in response to the pandemic crisis, a "sensible" use of European funding on the part of Local Authorities, it is a necessary condition for effective planning. In this context, the local authority can take on various connotations. The first is that of a facilitator, able to select calls for tenders and inform the reference area about opportunities. The second is that of an aggregator, through, for example, the creation of project partnership tables. The last is that of a driving force, able to include the use of European funding in its programming and act as a reference point for participatory territorial planning.
