Subject Aim. The use of community resources is an increasingly necessary paradigm for the development of territories. At the dawn of resource planning 2021 - 2027, characterized by the simplification of the tools and methods of access to European calls, and by the deployment of significant additional resources in response to the pandemic crisis, a "sensible" use of European funding on the part of Local Authorities, it is a necessary condition for effective planning. In this context, the local authority can take on various connotations. The first is that of a facilitator, able to select calls for tenders and inform the reference area about opportunities. The second is that of an aggregator, through, for example, the creation of project partnership tables. The last is that of a driving force, able to include the use of European funding in its programming and act as a reference point for participatory territorial planning.
